Job Summary:
This position is responsible for developing, directing, planning and evaluating the external recruitment and internal transfer programs to satisfy the organization’s total staffing requirements.

Primary Responsibilities:
• Directs the strategic staffing programs and supporting infrastructure for global talent acquisition; and provides global staffing advice.
• Provides leadership and direction to the global recruiters and peers as well as cross functional leadership to human resources partners as it relates to recruitment programs.
• Consults with hiring managers to determine appropriate, timely and cost effective staffing and recruiting strategies. Leads local and remote recruitment efforts for a variety of business units skill sets, including but not limited to management, professional &amp; technical staff, and administrative staff. Scope of responsibility will be both strategic and tactical.
• Uses knowledge of methodologies to acquire talent such as internet sourcing, networking, internal referrals, cold calling and company database sourcing to achieve cost effective results with a minimum amount of external agency use. Partners with managers to screen and select qualified diverse applicants.
• Receives and maintains relationships with external employment agencies. Receives requisitions for temporary staff and coordinates placements with quality staff on a timely and cost effective basis. Reviews temporary invoices for accuracy and forwards to Manager for approval.
• Manages employment related processes including internal job posting, requisition, external job board and on-campus activities.
• Develops quantitative and qualitative metrics to communicate staffing effectiveness based on quality, cost, efficiency and customer feedback.
• Develops proactive communication strategies to enable the team to inform business unit managers and HR management on the status of job searches.
• Ensures the organization complies with laws and regulations as it relates to sourcing, staffing and hiring.
• Develops &amp; manages campus relationship at key schools and with key faculty, arranging on-campus presentations in the classroom and at student organizations, liaising with career services.
• Attends on-campus recruiting functions throughout the area and coordinate recruiting dates with the respective functional areas to help ensure appropriate representation at events.
• Manage AAP Compliance with geographic HR team to ensure requirements are completed and coordination filing of annual EEO-1 &amp; Vets-100 reporting
• Oversee global On-Boarding process; educate hiring managers; monitor and communicate all on-boarding surveys.
• Manage vendor relationships regarding relocation and Visa processes



Requirements:Basic Qualifications:
• Strong analytical, project management, presentation, and influence skills are needed along with a strong desire to succeed in a fast-past, results-driven environment. Strong sense of personal accountability and self-motivation is essential. Experience consulting with senior management is essential.
• Experience with a demonstrated track record of success leading recruiting teams, developing and implementing creative, timely and cost effective strategies and programs to identify and attract talent selection processes highly desirable.
• Bachelor's Degree in Human Resource management or other related field
• A minimum of ten years of progressive relevant experience
Preferred Qualifications:
• Master's Degree preferred
• Previous Lean or Six Sigma or other continuous improvement experience
• Previous budget and staff management experience
• Ability to speak multiple languages
• Strong project management skills
• Excellent written, oral and positive influential interpersonal skills required; ability to communicate in both technical and non-technical terms
• Ability to effectively demonstrate capabilities as a Leadership Coach, Performance Consultant and Talent Director.
• Strong business acumen and ability to translate business strategy into organization development plans
• Solid knowledge of MS Office products including Excel, Word, PowerPoint, and Outlook
• Results-oriented and "hands-on" approach
• Must be an independent thinker, possess strong organization skills, strong customer focus and orientation
• Experience working with a global HRIS system – Oracle preferred.
• Strong knowledge of global HR Processes and Policies
• Exposure to HR legal requirements in countries other than the USA
• Must be highly organized and able to manage multiple tasks simultaneously.
• Must be a problem solver and be able to work independently

Job Summary:
As part of the Human Resource Leadership Team this position works collaboratively with the VP and Chief Human Resource Officer, HR Business Partners and HR Geography teams. Position provides strategic leadership, direction, development and coordination of global human resources initiatives within the Global Reward areas of Compensation &amp; Benefits and HRIS.

Primary Responsibilities:
Strategic Responsibilities
• Responsible for overseeing the design, develop and interpreting corporate-wide global programs, policies, strategies, tools and processes for use by global HR team
• Responsible for Executive Compensation and Board of Director interaction in collaboration with the VP &amp; CHRO.
• Model and monitor the effectiveness of HR programs at meeting underlying business requirements
• Educate/train HR Business Partners and HR Geography in key HR disciplines as necessary
• Define, drive, measure and is accountable for improving HR’s value to the business
• Proactively support the HR strategy and influence key stakeholders to do the same
Fiscal Responsibilities
• Proactively manages, or oversees, the financial aspects of the HR budget and projects with areas of responsibility to ensure they are economically sound, internally equitable and externally competitive.
• Serves as a key partner with corporate accounting in the budgeting process to include development of projections, accrual rates and other metrics.
Operational Responsibilities
• Adds value by developing, recommending and/or reviewing proposed objectives and measures to ensure maximum program effectiveness and team member engagement.
• Responsible for ensuring all initiatives support the local legal requirements of the locations for which the systems will be used.
• Responsible for overseeing the continued development, coordination, communication and enforcement of standardized programs.
• Ensure all regional and local HR personnel have the training and education required to adequately support projects/programs.
• Responsible for managing vendor performance and relationships to ensure all performance commitments are satisfied and that Harsco is receiving a high level of customer service.
• In conjunction with the Human Resource Team, responsible for the development and implementation of metrics for programs that provide clarity of trending, manages the expectation of future cost changes and develops alternative program strategies to help offset future cost increases.
• Responsible for the management, mentorship, and growth of all HR employees within their span of control.

Requirements:
Basic Qualifications:
Education
• Bachelor's Degree in a business discipline, Advanced degree preferred

Experience
• 10 – 15 years experience in compensation and progressive HR roles that include exposure to the following areas: human resource information systems, benefits, compensation, communications and planning.
• High level of analytical skills
• Must have experience with executive compensation and working with executives as well as Board of Directors
